Legionella and HSE Compliance Consultants for Ireland and Europe
ISHEM’s European office is in Dublin. From there, our team supports hospitals, pharmaceutical and manufacturing sites, property portfolios, hotels and public bodies across Ireland and the European Union. We provide legionella control, water hygiene management and wider health, safety and environmental compliance, delivered to the same standard in every country you operate in.
We’re independent. We don’t supply water treatment or carry out remedial works, so the advice you get is based on the risk in your building and nothing else.
Our Services Across Europe

Risk assessment, control schemes and monitoring under the ACOP L8 regime.

Surveys, registers and management plans for buildings built or refurbished before 2000.

Policy, audit and competent-person support across general workplace H&S duties.

Scheduled review so certificates, logs and actions don't quietly lapse between visits.

Ventilation and air-quality assessment for occupied workplace and public buildings.

Environmental risk and management-system support aligned to recognised standards.

Bespoke scopes for sites with a compliance need that doesn't sit neatly in one category.
Support Multi-Country Portfolios
Many of our clients run sites in several European countries, often alongside UK sites. Our European and UK teams work to the same standards and document in the same way, so you get one partner and one set of records rather than a different supplier in every country. Global portfolios are covered by our Asia Pacific and North America teams too.
One European Framework, Many National Rules
EU law sets the baseline. The Biological Agents Directive (2000/54/EC) classes Legionella pneumophila as a biological agent that employers must assess and control. The recast Drinking Water Directive (EU) 2020/2184 goes further: it adds Legionella as a parameter for water inside buildings, and requires risk assessment of domestic distribution systems in priority premises such as hospitals and care facilities. The ECDC’s European technical guidelines on Legionella give the technical reference point across member states.
Each member state then puts those directives into its own law and adds its own requirements, so a compliant site in Dublin isn’t automatically compliant in Frankfurt or Lyon. Germany, for example, regulates evaporative cooling systems under the 42. BImSchV, and France regulates cooling towers under its classified installations (ICPE) regime. We assess every site against the rules that apply where it is, then report in one consistent format so your regional and group teams can compare sites side by side.
Legionella Control in Ireland
In Ireland, the Safety, Health and Welfare at Work Act 2005 and the Biological Agents Regulations 2013 require the risk from Legionella to be assessed and controlled. The Health and Safety Authority enforces those duties. The technical benchmark is the HPSC’s National Guidelines for the Control of Legionellosis in Ireland. Healthcare facilities should also follow the HPSC’s 2015 guidelines on water systems in healthcare settings.
Asbestos Across The EU
Directive (EU) 2023/2668 tightened EU asbestos rules, cutting the occupational exposure limit tenfold and setting a further reduction for the years ahead. In Ireland, this is reflected in the Safety, Health and Welfare at Work (Asbestos) Regulations 2006 to 2025. For owners of older buildings, that makes an accurate asbestos register and management plan more important than ever.
