Legionella and HSE Compliance Consultants Across Asia Pacific

ISHEM’s Asia Pacific team is based in Singapore and supports building owners, facilities managers, hospitals, hotels and industrial operators across the region. We provide legionella control, water management and workplace health and safety compliance, delivered to the same standard at every site.

We’re an independent consultancy with no interest in selling water treatment chemicals or remedial works. Our job is to tell you where the risk is and help you control it.

Local Rules, On Standard Of Work

Legionella and workplace safety are regulated differently in each Asia Pacific market. Singapore requires cooling tower registration and monthly testing. Hong Kong has its own Code of Practice for Prevention of Legionnaires’ Disease. Australia and New Zealand work to the AS/NZS 3666 series alongside state and territory rules. We assess every site against the requirements that apply where it is, then report in one consistent format so your regional and group teams can compare sites side by side.

Cooling Towers In Singapore

Singapore regulates cooling towers closely. Under the Environmental Public Health (Registrable Aerosol-generating Systems) Regulations 2021, owners of registrable cooling towers must register them with the National Environment Agency (NEA). Water samples must be taken every calendar month and tested by a laboratory accredited by the Singapore Accreditation Council, with results submitted by the 14th of the following month. A tower that has been shut down for more than five consecutive days must pass water quality testing before it runs again.

We help owners and FM teams build proper management around those duties. That means risk assessments and written control schemes, cleaning and disinfection schedules in line with NEA guidelines, and records that show how each result was acted on.

Beyond Cooling Towers

Hot and cold water systems in hospitals, hotels, data centres and large commercial buildings can also support Legionella growth. The bacteria grow best in warm water, and in tropical climates cold water temperatures are much harder to keep out of that range. We assess those systems too, along with indoor air quality and wider workplace safety and health risks.
